The Senate filibuster has had a banner year so far. In late January, the Senate approved modest changes to the filibuster. Senate Republicans used a silent filibuster of Chuck Hagel’s nomination as defense secretary. And now, Rand Paul has gone old school with a Jimmy Stewart filibuster.
